Chapter Technology Transfer Committee

The Chapter Technology Transfer Committee (CTTC) provides efficient and effective transfer of current and relevant information throughout the HVAC&R industry to and from the chapters. CTTC develops and maintains high quality and readily available tools to enable chapters to offer information and attractive industry-related information and programs to all segments within the HVAC&R industry. CTTC reports to the Members Council.

Government Activities:

Engineers contribute to the policy making process by providing government decision makers with technical information needed to make the most informed decisions on technical and related issues.

Engineering and technical organizations like ASHRAE play an important role in Washington by helping Members of Congress understand the technical implications of complex public policy issues. Very few members of Congress have backgrounds in engineering and science, so they and their staffs depend upon organizations with special expertise in specific areas. Through the Washington Office, ASHRAE conducts programs to facilitate participation in the public policy process through presentation of non-partisan analysis, study, or research; informal briefings for government personnel; formal comments on proposed legislation and regulations; and testimony before government bodies.

The Government Issues Update section of the website is intended to provide informative and timely news of interest to ASHRAE members on developments in Washington and elsewhere that may have an effect on the HVAC&R industry.

Milton W. Garland Commemorative Refrigeration Award for Project Excellence

• The award shall be known as the Milton W. Garland Commemorative Refrigeration Award for Project Excellence.
• The award shall be made to both the designer and the owner of a non-comfort cooling refrigeration application that incorporates new technology in a unique manner.
• Projects to be considered by the standing Refrigeration Committee are to be submitted by chapters for judging at the regional CRC. Each region may submit multiple nominations per year for final judging by the Society Refrigeration Committee. Submission must be received by the Refrigeration Committee Chair by November 1st to be considered for that year’s competition. The Refrigeration Committee shall select three members who have at least two years of service on the Committee to be the judges of the projects. The award will be presented at the Annual Meeting.
• The winning recipient selected by the Refrigeration Committee from the CRC nominees shall receive the following:
• The designer shall receive a plaque at a Society Annual Meeting.
• The project’s owner shall receive a plaque to be presented at a refrigeration program meeting of the chapter.
• The chapter nominating the winning project shall receive a felt patch to go on the chapter award banner. Patch will be presented at the CRC following the Society award presentation.
• All chapters submitting a nomination shall be awarded ribbons at the following year’s CRC.
• The documentation accompanying the nominated and the winning projects will be made available to the ASHRAE Journal and to Insights.
• The chapter’s six (6) page submittal shall be as follows:
  • The front cover shall be an 8 ?? x 11" sheet containing the project name, the project location, the owner’s name, the designer’s name, and the chapter submitting.
  • The second 8" x 11" page shall contain no more that a two paragraph overview of the project.
  • The next two 8" x 11" pages shall contain a description of the project typed in 12 point font. The page shall be double-spaced with 1" left and right margins, and 1" top and bottom margins.
  • The last two pages of the project shall consist of two 8" x 11" sheets containing drawings, plans, schematics, or pictures of the project which will give the judges a clear understanding of the merits of the project.
• The selection criteria shall be re-evaluated by the Society Refrigeration Committee every thirty-six (36) months beginning with the date of acceptance of this criteria.

Eligibility

• Refrigeration shall be defined as any use of mechanical refrigeration machinery for application other than human comfort. In general, this will be for food processing and preservation as well as industrial applications. It could also apply to refrigeration used in manufacturing processes, life support in extreme environments, recreational facilities, or other non-comfort cooling applications.
• All projects must be submitted within the thirty-six (36) preceding months of the initial operation date of the system.
• The Milton W. Garland Commemorative Refrigeration Award is open to all who think their projects or other projects with which they are familiar have achieved some distinction. Projects may be submitted by the designers, architects, engineers, owners, or suppliers. The nominator must inform and have approval from the owner of the installation that the entry may be published. The owner’s name may be withheld for privacy.
• A release must be obtained from the owner of the project.
• Chapters may devise their own method(s) for selecting their CRC submittal.
• There must be an ASHRAE linkage to the nominee (the prime designer is a member, the installer is a member, the firm is Golden Circle, or the owner, supplier, etc., is a member). Please specify on form.
• The scoring of the project at the Society level will be per Appendix A, Scoring Chart. Regional judging is at the option of the Region, but it is recommended that the same scoring system be used as will be used at Society level. If any bonus points are added, the Society Refrigeration Committee would like to have the Region’s insight as to the reason for the bonus.

Standards

ASHRAE writes standards and guidelines in its fields of expertise to guide industry in the delivery of goods and services to the public. ASHRAE has nearly 90 active standards and guideline project committees, addressing such broad areas as indoor air quality, thermal comfort, energy conservation in buildings, reducing refrigerant emissions, and the designation and safety classification of refrigerants.

CTTC Award Programs

CTTC administers chapter, regional and society level awards.

Government Activities Award Program

The purpose of this award is to stimulate effective participation by ASHRAE chapters in state, provincial, and/or local government activities in connection with technical issues related to the purpose of the Society. Each year the Society recognizes exceptional performance by chapters in the area of government activities. Support material for applicant chapters includes a description of the chapter’s activities in interacting with state, provincial, and/or local governments.

Technology Awards Program

The purpose of the ASHRAE Technology Awards program is to:

1. Recognize ASHRAE members who design and/or conceive innovative technological concepts that are proven through actual operating data;
2. Communicate innovative systems designs to other ASHRAE members;
3. Highlight technological achievements of ASHRAE to others, including associated professionals and societies worldwide, as well as building and facility owners.

Each year the Society may present awards in seven categories: Commercial Buildings (New and Existing); Institutional Buildings (New and Existing); Health Care Facilities (New and Existing); Industrial Facilities or Processes (New and Existing); Public Assembly (New and Existing); Residential (New and Existing); Alternative or Renewable Energy Use.

Dan Mills Technical Award

The Dan Mills Technical Award recognizes a Chapter Technology Transfer Committee Chair who excels in meeting CTTC goals. The award is endowed in memory of Dan Mills of the Memphis Chapter to honor the one Chapter CTT Chair who has the most outstanding year and meets the eligibility requirements.

Presidential Award of Excellence (PAOE)

Chapter support includes administration of the Presidential Award of Excellence (PAOE). PAOE is the mechanism ASHRAE has developed to recognize and reward individuals that perform activities that support ASHRAE initiatives. Specific initiatives and recognition criteria are established by the incumbent society president.
